No, you can get only umrah visa with hotels and transportation.
Umrah is a pilgrimage to Mecca that can be undertaken at any time of the year, unlike Hajj: which has specific dates according to the Islamic lunar calendar. It includes specific rituals such as Tawaf (circumambulation of the Kaaba) and Sai (walking between the hills of Safa and Marwah).
Umrah can be performed throughout the year except Hajj.
The main difference is that Hajj is obligatory for Muslims who are physically and financially able, and it must be performed during the Islamic month of Dhul-Hijjah. Umrah, on the other hand, is not obligatory but highly recommended and can be performed at any time of the year.
